精神分裂的细辉（张家辉 饰）假释出狱。当年，切漫他一人砍死几十人，切漫却因遭警察（廖启志 饰）冷枪而被捕。29年后，老帮主已死，新帮主候选人有两个：箭猪与彼得（谭耀文 饰）。前者好色胆小，后者心机颇重。叔父们想挺箭猪上位，让他去接细辉出狱，拉拢他对抗彼得。箭猪准备给细辉接风，后者非但不领情，还当面救走了箭猪要对付的三个人:皮条客蛋挞（王晶 饰）、妓女大凤（莫小奇 饰）、小凤（孟瑶 饰）。原来，大凤是蛋挞手下的妓女，曾受到箭猪强暴。当她得知弱智的妹妹小凤被拐骗到香港，便奋不顾身前去营救。为此，得罪了箭猪。细辉带她们回自己家，细辉的母亲（鲍起静 饰）已经老年痴呆，认不出儿子，却倍感亲切。此后，细辉和大凤产生了感情，然而他却成为了帮派的焦点，而且被枪王盯上了……
