唐朝之初一场为缓解旱灾而组织的祈雨祭祀，河边却被有心之人利用，河边营造出“千首妖”出没的诡案。聪慧过人的死刑犯独孤也因此被圣上任命调查此案，不料却牵扯出更大的阴谋。
